The government announced the subsidy without consulting petrol pump owners or explaining how they would be reimbursed, the Pakistan Petrol Pump Owners Association said.
KARACHI, (UrduPoint / Pakistan Point News – 16th Sep, 2026) The Pakistan Petrol Pump Owners Association has categorically refused to implement the Prime Minister’s Relief Scheme announced by the government.
According to media reports, All Pakistan Petrol Pump Owners Association Chairman Humayun Khan said customers and petrol pump owners would end up fighting over the government’s Rs100 subsidy.
He said the government formulates policies without informing petrol pump owners, adding that they were not even aware of the Rs100 subsidy. He said daily changes in prices were causing losses to petrol pump owners and questioned why the government did not abolish the levy to provide relief to the public.
Association General Secretary Nauman Butt said no consultation or negotiations had been held with petroleum dealers before the launch of such a major and important relief scheme.
He said neither the Ministry of Petroleum, the Prime Minister’s Office nor OGRA had taken the dealers into confidence. The government had announced the subsidy but had not explained how the money would be reimbursed to petrol pump owners.
The dealers’ community had serious concerns about the mechanism for its payment and recovery, making it impossible to implement the scheme in its current form.
He strongly criticised the government, saying it was trying to forcibly impose the scheme at petrol pumps across the country while keeping dealers completely in the dark, which was unacceptable.
He said the biggest issue and obstacle was the lack of clarity over the mechanism for disbursing the subsidy. Unless dealers knew how and within what timeframe the subsidy amount would be transferred to their accounts, they could not bear the financial burden from their own resources.
Petrol pump owners said implementing the scheme without a clear framework could prove financially disastrous for dealers.
They said the relief scheme could be considered if the government provided a formal legal guarantee for the timely and full payment of subsidy amounts. However, without a firm payment guarantee, implementation of the scheme would not be possible for dealers.
They said safeguarding dealers’ outstanding payments and receivables was the government’s Primary responsibility and called for implementation of the relief scheme to be postponed until a transparent payment system was established.
