ISLAMABAD, (APP – UrduPoint / Pakistan Point News – 30th Aug, 2026) Federal Minister for Health, Syed Mustafa Kamal, on Sunday proposed the introduction of performance-based employment in public hospitals to enhance their efficiency and improve the delivery of services to patients including other administrative matters.
Speaking to a private tv channel, he emphasized that to improve hospitals performance, there was a need to hire staff, including the head of the organization, strictly on merit. He added that employees should be retained only after assessing their performance and determining whether they had performed their duties honestly and diligently.
He said a committee had been formed to examine options for the future management of the Pakistan Institute of Medical Sciences (PIMS). He said he would recommend the introduction of a performance-based system as part of the proposed reforms.
He empahsized to increase the performance of the hospital, it is need of the time to hire staff on merit basis including head, adding that only those employees would be retained who perform their duties honestly and diligently.
Kamal also expressed regret over the fire incident at PIMS, saying he would always be haunted by the fact that the tragedy occurred during his tenure.
Responding to a question, he said a comprehensive audit had recently been ordered to identify gaps and loopholes in fire and safety arrangements at hospitals under Federal government.
He said the audit would be conducted by a third-party organization, which would also submit recommendations. “On the basis of those recommendations, we will take immediate action,” he added.
