QUETTA, (APP – UrduPoint / Pakistan Point News – 11th Sep, 2026) Balochistan Chief Secretary (CS) Shakeel Qadir Khan on Thursday called water scarcity in Quetta a major challenge and emphasized on water conservation and effective use of available resources.
He said this while chairing a meeting here.
A detailed review was taken of the effective implementation of the Quetta Master Plan, shifting of dairy farms established in the city outside the urban limits, better utilization of water resources, implementation of building codes and medical reimbursement system of government employees.
The meeting was attended by the Urban Planning and Development Department (UP&D), district administration and other concerned authorities.
The meeting was briefed that various problems including waste disposal, sanitation and hygiene, human and animal health, traffic and environmental pollution are arising from dairy farms established within the urban limits, in view of which in-principle approval was given to shift dairy farms outside the urban limits in a phased manner.
Initial proposals and estimates regarding land availability, logistics and expected costs for shifting dairy farms were also presented in the meeting.
The Chief Secretary directed the concerned institutions to prepare a comprehensive and feasible implementation plan for the transfer of dairy farms, which includes a phased transfer schedule, responsible institutions, necessary facilities, logistics and a clear timeline for implementation.
He instructed that all stakeholders related to the project be taken into confidence so that no obstacles arise during the implementation. Regarding the Quetta Master Plan, the Chief Secretary appreciated the available data and planning process and said that provision of basic facilities to the urban population should be ensured while maintaining a proper balance between industrial, agricultural and residential zoning. He said that providing Quetta with a clean, safe, orderly and sustainable urban environment is among the top priorities of the government, therefore, all the concerned institutions should take timely steps under a coordinated strategy for the implementation of the Master Plan.

He appreciated the initiative of establishing recharge wells and reusing the used ablution water of mosques for agricultural purposes under appropriate procedures and directed to make practical steps more effective in this regard.
He directed to ensure effective and indiscriminate implementation of building codes and said that no negligence in the implementation of urban planning regulations would be tolerated.
The meeting also reviewed the current system of medical compensation and reimbursement of government employees.
The Chief Secretary immediately directed to review the current policy and bring it in line with modern requirements and formulate an effective, transparent and uniform system for payment of medical expenses.
He clarified that regular and clear rules and regulations should be formulated for reimbursement and any kind of discrimination on the basis of likes and dislikes would be unacceptable.
He said that along with the welfare of government employees, the needs of the poor and deserving people would also have to be taken into account.
The Chief Secretary also directed the concerned authorities to expedite the implementation of health cards for government employees, establish integrated digital mechanisms and ensure effective coordination and coordination among all relevant departments.
He clarified that unnecessary delays in reform measures would not be tolerated and the concerned institutions should ensure progress as per the set targets.
