ISLAMABAD, (APP – UrduPoint / Pakistan Point News – 27th Aug, 2026) The Cabinet Committee for Disposal of Legislative Cases (CCLC) on Thursday approved proposed amendments to the Public Procurement Regulatory Authority (PPRA) Ordinance, 2002, along with the OGRA (Amendment) Bill, 2026, amendments to the SMEDA Ordinance, 2002 and the draft Petroleum Rules, 2025.
The CCLC meeting, chaired by Federal Minister for Law and Justice Senator Azam Nazeer Tarar, reviewed various legislative and regulatory matters.
The committee approved the proposed amendments to the PPRA Ordinance, 2002. It also considered the Public Procurement Rules, 2025 and decided to keep those provisions linked with the proposed legislation pending until completion of the relevant legislative process.
The meeting reviewed issues relating to the legal and institutional framework governing public procurement, including transparency, accountability, oversight, grievance redressal and prevention of conflicts of interest.
The committee also approved the OGRA (Amendment) Bill, 2026 and proposed amendments to the SMEDA Ordinance, 2002.
It further approved the draft Petroleum Rules, 2025 after detailed deliberations. The rules contain provisions concerning transportation and storage of petroleum products and related safety requirements.
Senator Azam Nazeer Tarar stressed the need for comprehensive legal and technical scrutiny during the legislative process.
He said transparency, accountability and effective oversight in the public procurement system needed to be further strengthened, adding that legal and institutional reforms in line with modern requirements could make the system more effective.
The Federal Minister also emphasized strengthening mechanisms for grievance redressal, prevention of conflicts of interest and institutional independence in public procurement.
The committee directed that necessary legal and official action be taken on the approved legislative and regulatory drafts.
